Raul took this picture on 1 April 1999 in Piedras Negras City, located in the state of Coauila, Mexico - not far from the U.S. border town of Eagle Pass, Texas. Raul and his wife were on vacation, and were sightseeing with his wife's relatives.  While in their second floor hotel room, Raul said to his wife, "I am going to take some pictures...they are probably out there."  He then took pictures focusing toward the city from the hotel, which is located on top of a hill. Raul points out that the street lights are in the background, and have a white center. In one picture, an enormous green light appears, and covers a large area of the photo. When Raul made a high contrast print for comparison to the original, he noted that the luminous oval shaped object did not have a white center like the street lights.
